    Well I disabled Microsoft Device Association Root Enumerator under Software devices which disabled all my DLNA/Media servers on my network and now I cannot get my controller to lag in game and my device manager does not refresh anymore.

    I am not sure if one of the devices under Software devices is needing to be refreshed every few seconds or what but I will have to narrow it down to one of those.

    update: disabling each device under Software Devices individually did not stop device manager from refreshing, but when I disabled Microsoft Device Association Root Enumerator the device manager stops refreshing and no controller lag. I have to do some research to see what the Software does as disabling it removes all my DLNA media servers and it might not be the source of the problem it might be another device but this is a fix for it for now.
