All you need to have the other person wear the required hat for the current mission to start it up. For the 4-man one, as long as all 4 hats are worn, the mission can start and complete even if only one person needs to run it. My only issue with the event was it was difficult to figure out which hats needed to be worn for each part of it. The mission information said requisite hat and you had to read the mission txt to figure out who two you needed and the 4-man you had to guess that it needed all 4 hats (when you could guy 5 from the vendor) since it didn't say at all.
Well, if it's a quest with specific requirements you ought to be reading the text. Heck, if memory serves, each Dreamer you talk to will outright say which hats you need. Three out of the four quests I had a partner who ran directly into the Spriggans and I had to explain to them that we're trying to keep the eggs away from them. Not to go on a rant, but I don't understand people's distaste for reading quest text. The idea of having stuff "in the wild" is ok, but the predictable spawn spots + campers is what basically ruined and discouraged me from doing the egg hunt portion.
I enjoyed the egg carrying parts. I liked teaming up with a group of friends and everyone going to a different part of the map to carry the egg that corresponded with their hats. I'd like to see more community-centric quests like that tbh.
No more FATEs for seasonal events please. We still don't like them.
Agree the quest section of the event was quite well thought out.
The hunting aspect of it was totally horrible though, what they did with the 1.0 Easter event was much better IMO, the different eggs are still in the game so I duno why they didn't reuse them.
Wasted opportunity.
I'd give the event a 3/10 tbh.
What I would like to see is a once a day guildhest event, this dev team could do a lot of cool events stuff with the current guildhest set up but they seem to have just forgoten about it since launch.

Well, there's a difference between having such rare spawns normally or having them for a seasonal event. While I don't think it should be easy I do believe they could have added more spawn locations and upped the rate at which they spawned by...well, a decent amount. Back on the rare spawn idea in general, I'd love to have a few of these out in the world. Maybe a few that require a group to defeat. There's just a time and place for it, and limited-time events aren't one of them, imo. Beyond that I loved the Hatching Tide quests and was glad that they required you to group up with others, giving the game a bit more of the MMO feel.
I don't like the team up portion. The rewards weren't worth bothering. Imo the reward has to be pretty good for me to take part in it. Valentines and Easter are the two events I didn't complete so far as they were meh.
