Because only Bard, Black Mage and Summoner have it. Dragoon's enmity drop is Elusive Jump. Monk does not have one.

Have not leveled lancer to dragoon yet and find Monk boring so had no idea but was talking moreso about other Bards and blm's which do not use it but thanks for clearing up what i said
