1.23 was YoshiPs attempt to make Tanaka's lemons into lemonade. It was a band aid. I think people who enjoy FFXI prefered 1.23 because it still had a lot of the antiquated concepts left over from Tanaka's design.
I'm happy nothing remained from 1.23. I was too busy fighting the ui instead of enjoying the game.
