A friend of mine recently picked up the game but hasn't been able to join me on Sargatanas for 2 days now. Is waiting our only option? I know there are world transfers but id rather not make him pay. Thanks all.

As far as I know your options are:

1. Tell your friend to not create a character until the restriction on your server lifts.
2. Transfer your own character into a server you both pick...

Companies that do character creation restriction tend to give player passes, so it's only restricted to new players but not to friends you give a pass to. But then again SE will earn more if they don't XP

Sargatanas being a Legacy server, will it even let you transfer to it from another world? Hm.

See under News, Regarding Character Creation Restrictions? That's updated fairly regularly. It shouldn't take all that long really, as often as it changes.

The restriction on legacy characters transferring off was lifted awhile back. Right now the only servers completely locked for transfers are the three new ones (Shinryu, Jenova and Zodiark) made when the PS4 version launched.

Yah seems that despite all the endless complaining about lack of Legacy to Non-Legacy transfers, when it was finally allowed there wasn't an outflux of players transferring off the Legacy servers (Imagine That). So they are still jammed full.

Actually for any server, your best bet is to make the character when most people on it would normally be sleeping, thus lower online population at the time. The servers are constantly updating if they're locked or not based on the current online population.

It's all about the time he's trying to create his character, at peak times he will have problems trying to join a specific populated server for the next weeks (PS4 launch) but even some of the most populated servers seems to open again at certain times of the day.
