Character creation restrictions are based on how many characters are currently logged into the system. If you are having trouble creating a character on a server during prime playing times, I'd suggest waiting until a less popular time such as mid-week early morning.

I wish that the Mods would sticky a thread about how the character creation restrictions work, since with the PS4 launch lots of people seem to be looking for this info.
I do not know why but i feel like when i tryed top join a server earlyer last week day 1 of ps4 it explained to me that sometimes servers are full at that time.Maybe i was seeing things.
