I think it's a bad habit of people not saying what they would like at the beginning of fight. In general I believe most will pass is they knew ahead of time.

He is entitled to roll need on it just like you are. He participated in the same duty and put in as much effort as anyone else, and for all you know he has been farming this for a very very long time.
I farmed the battlemage robe for like 4 months or more, and only dropped for me post 2.1. However at the beginning of every run I explained that I wanted it and we agreed on either needing or greeding the robe.
Maybe you should have done the same because you could never guess what another person of the same class really has in mind for the loot.
Yes, this is what you have to look forward to. Regardless of if they need it or not, generally, people will roll on it. Nothing you can do but make your own parties and make them to your own needs.
I've done more than 50 times T2 just to get the )="(/ allagan robe, cause I like it. SHoudn't I roll need if there's someone in the duty with a ilvl 60 or 70 robe? Why? You have an ilvl 55 weapon, yeah, but a relic quest can take up to 2 hours to get you a lvl 80 weapon for sure. Getting a specific weapon, maybe for vanity or maybe just for collection purposes can take MUCH LONGER. No one have to pass on something just because you need it.
It woud be nice of him, but he is not doing anything wrong at all pressing need. I woud do it if I want the weapon for any purpose.
Sometimes you'll find people who are willing to be considerate because they may have experienced this. More often than not you'll find people who are in it for themselves and won't give it a second thought. It never hurts to ask ahead of time, though I wish we had a community where that wasn't necessary all the time. I don't see why they shouldn't also be expected to ask if anyone wants something before they start the instance too. Courtesy goes both ways.
I'm going to prepare you for it now.
Yes, this is what you have to look forward to on ANYTHING. Someone's going to complain about this but, people do this same BS on greed too, even if they don't even have the job unlocked. Example - You're on drg and a brd item drops, you have 50 brd, someone lots on it and gets it, you check that person, lvl 0 archer. And no, no "argument" that you should come on that job you want gear for. It's a mmo, you need to be flexible with your jobs to help out the party, so all of your arguments about that are invalid.
Another experience is back months and months ago, leveling blm in Brayflox and seeing battlemage drop, you think "" only for the lvl 50 whm who's syncing down for it to lot need on it because "it looks cool" -.-
Nobody has the right to tell someone he can't roll for a drop. They might want to level that class in the future, and are getting gear for it. So you should be flexible in your desires for loot.
Problem is, he said another drg with relic, got the ifrit spear, over him, who needed it. Also, that's not always the case for people who need/greed on gear, I've come across plenty who do it "just because" or "vanity" over the people who actually need the gear to use.
From reading this topic and another, no wonder people say how horrible XIV's community is. You're all a bunch of selfish dicks who only care about themself and screwing over other people :/ Whatever happened to people being nice or having common sense in mmos. Usually when you'd be in a party with someone who wasn't as geared, you wouldn't be an ass and take the gear they need, you'd let them have it, so then they can be more geared and do more damage/tank better/heal more to help out in the fights
with how easy is to get relic nowadays , ifrit/garuda/titan HM weapons are just for vanity , if u are doing ifrit HM u are doing it for relic/DR trial or vanity gear.Problem is, he said another drg with relic, got the ifrit spear, over him, who needed it.
