The 3 Mini-Bosses could be separated in the opposite sides of the zone guarding chests of gil one of them guards the entrance to the area where the MvP is located. Killing the bosses could buff or debuff this zones MvP.
Sadly your Boulder Downs idea won't work because that is clearly a piece of Dalamud, and hence will obviously be a future part of the Binding Coil of Bahamut. So that at least will never be open-world.

Although I'd like to see some new open areas, I don't think we'll get open-world versions of existing dungeons made - SE has made this a specific design choice which is guiding the development of the game so they're sticking to it like all developers would, so they'll be instanced for good I'm sorry to say.

Having said that though, there are plenty of open 'dungeons' from version 1.0 that have not returned (Sohpsae, Mistbeard Cove, Nanwa Mines, Mun-tuy Cellars etc), plus also don't forget several zones are completely missing (most of Coerthas, the lower southern half of Mor Dhona around Camp Brittlebark, the West Shroud), and given there's tons of artwork of areas (which appear to be open world too at that) that are not in the game yet, it's clear there will be new zones coming in the future. What we have now is obviously not all that there is going to always be.
