That's how the system was designed from the start; even before the alpha version, in the news releases they'd give regarding the development of A Realm Reborn, they clearly stated that all content taking place in the game that wasn't instanced would be in the form or FATEs. And so, it's probably here to stay, I'm afraid, at least until the first expansion.
