Also, the argument that I can do it because others have is false. I'm at the mercy of RNG and no amount of me doing FATEs will make me more or less likely to get one.

How is it false? of course you can do it if other people have it shows its not broken and can be accomplished. doing more fates does make you more likely to get one, what are you doing? logging on doing a fate, get the normal reward then log off in a mood? if something has a drop rate akin to 5% you don't go well i did 20 fates and have not one! its clearly broken!
That is not how drop rates work you keep at it or do something else
