PC - Unable to download patch files. [11004][30406]

I am posting this for a friend, as he is unable to.
After downloading the installer I opened it up, and it said unable to download patch files [11004][30406]. I am running on a laptop with Windows 7, I have tried running it in compatibility mode, as an admin, and with firewalls/background apps disabled all to receive the same error. I have also re-installed the downloader in separate directories as well. Any help would be greatly appreciated.

Couple things to get info on to offer further help.

Have you checked to see if your launcher is at the most recent version in upper lefthand corner (2014.04.08.000.0001)? If not I suggest trying the following known fix (note that reinstalling will not correct this problem in some cases):

Thanks for this info I was able to fix it with this by forcing the launcher to update by doing the following.

go to Documents\My Games\FINAL FANTASY XIV - A Realm Reborn\ open up FFXIV_BOOT.cfg in word pad or notepad.

you should see this

the line in bold is the key change the 0 to a 1 and it forces it to check version upon opening the launcher.

After doing this it updated launcher and the game fine.

Yes the launcher is the latest version, I did change the 0 to 1 anyway and it still did not work.

Having the same trouble, Unable to patch. I had this problem before however. If someone can post their "Boot" folder then we all can update from that
