People probably going to ask for your PC specs and also to list down all the process running in the background while you're playing the game. I would post that also for reference.
But anyways you tried windowed/full screen to test if it makes any difference, is it inside city only (uldah) or you having problems outside city too?
I'm at the very start where your on a boat with a bunch of npcs.

Please use the Config application and copy the information from System Information, so we can see what graphics card or IGP you have.
I don't know how to find that info but I'm guessing that my graphics card isn't good :/
Open the FFXIV Config, and click the "System Information" button. Copy that page and post it here, then we can help you more!
you know the config file you opened to change your settings for graphics? You said in OP you set the setting to lowest etc. on that one the last tab shows the specs, you should be able to copy/paste that on here.

Those right there are whats killing you. To upgrade your CPU, you'll need a new Motherboard, which adds more cost. A new GPU, capable of handling XIV well, will set you back about $200-$250 and you may need a new PSU which could add another $100 and depending on what RAM you have, that too may need an update, but thats semi cheap, 8GB for about $50.
You're looking at about a $600-$700 to properly update your PC. You may even need a new case that could be another $100.
You basically could use an entirely new PC...lol
ah damn it >< that really sucks, guess it's time to save up for a new computer. What computer do you recommend?
