Yup it's not a good french syntax, either they need to remove the "ne" or put it like this : "Je ne peux uniquement jouer que quand je suis au bureau".

You are right, I'm not totally awake :P the second option is not really syntaxically correct and would meant he opposite.

And as you say, the important parts are the stuff that is announced
