IIRC that's the theme for Coerthus faction levequests. But yes, this is definitely one of the tracks out of the OST which screams "FINAL BOSS MUSIC" to me. Things can change or subject to change lol, and it hasn't been implemented yet so it still has time to make it into another section of the game. =) and leves are kinda being a thing in the past so it has a chance to be that theme =)
Oh I love that song! The part from 1:37 to 2:20 is hella scary. Sounds like voices from hell or something.

Seriously, though.... it would be horrible if this music were attached to any type of leve. I don't doubt that that was the original dev team's intention, but I am near certain that it wasn't what Uematsu planned when he wrote it. Several of the tracks in the game seem misplaced to me, as if Uematsu didn't compose them to be used in the circumstances where they are found in the game. I may be way off here, but I've always felt like the music in Thanalan was a little out of place, like it belonged in a story sequence.
The track the OP linked to sounds to me like cutscenes at the beginning, leading into a major boss battle midway through. Maybe. Although the way the track finishes (starting at 5:14, just before heading into its second loop at 5:53) doesn't sound quite like a boss battle.
But seriously, can you imagine wandering around the lush green mountains of Coerthas on a levequest with those voices at 1:32 moaning in the background? Talk about out of place!

Also if I was Uematsu, I'd be extremely saddened and disappointed that barely anyone would hear that song because hardly anyone does faction leves outside of NM ones.
As for the scenario the music could fit to, the top comment on OP's video link pretty much sums up what goes on in my head when I hear it.
