I tried to log in to the game just the other day, but I was getting that same message. I checked my e-mail and found that SE could not charge my card. I checked my bank account online and found everything was okay. I called my bank, and this is what I was told:

From what I could understand from the brief phone call I made, there is fraud going on in certain areas of the USA (I'm not sure if you live in the USA), such that many people were losing lots of money. To combat that, my bank (and according to her, other banks as well) is freezing transactions to those affected states. I asked her when this started, and she told me they started freezing these online transactions Tuesday of this week. That would be 4-15-2014. I asked her how long it could take for things to return back to normal, and she said it could take months.

I later went back online to my bank's site and saw a message in red for those who are doing transactions in California and New York to call a certain toll-free number.

Note: I don't recall the details. I just added words such as 'freeze' and the like, because that's all I could recall.

You might want to call your bank and see if this is the case.
