Server/Data Center Question

I was curious if anyone had any insight as to this situation that I ran into last night:

So, I was playing around with character creation to make a few alts on different worlds(for when we can buy more Fantasias).

I'm on the Primal center. However, I thought I would try out a few of the Aether worlds since they're also based in North America. So, I choose the Aether data center, it connected, and I immediately noticed my listed connection was "Poor." Well, on the Primal data center I'm always "Excellent." I tried switching back to Primal and it still showed poor. I had to shut the game down completely and re-open and re-enter the Primal just to get back to excellent.

Anyone have any idea why I would experience a poor connection on the Aether data center vs. the Primal?

Temporary network issue? Or else it could have been peak time for the game and thus just had too many connections to that server group at that time. At least it sorted out itself out though for you.
