Timeline on withdraw spam fix? An example of how rediculous its getting...

Today, Wednesday April 15th 2014, I sat in low level roulette for a little under an hour and a half watching a healer repeatedly queue, withdraw and requeue. He even spiced it up at one point and decided to just sit there and let the queue time out a bunch of times. There honestly needs to be a penalty for doing this. That people should be allowed to anonymously harrass other members of the population this way and go unchecked is rediculous and beyond irritating. Some way of making it known who withdraws(Even cross-server) or sticking them with a duty-finder lockout after repeated use needs to happen. It's getting so old. SE pays so much attention to reports of harassment in other ways but seems to be turning a blind eye to this. They tried to fix it by not showing exactly how far a dungeon was progressed but that really didnt do squat.
