If it is in fact a bug in the system, hopefully it gets taken care of soon. If not, there should be something in place to discourage people from dropping immediately. It's something that too many people are taking advantage of and it negatively impacts other players.
In my opinion, the punishment for leaving should be that you lose ALL bonuses from ALL the roulettes for that day.
Leave at the very beginning of a dungeon? There goes the rewards for your Low level, High Level, Expert, Trial and Story Roulettes.
Might sound harsh. But I loathe those who quit straight away.
If you don't want to get a dungeon you don't enjoy, then don't go on the Roulette. Simple.

Too harsh IMO. More like you lose the bonus for that roulette, and if you left in under 5 minutes, you have a 1 and a half hour penalty for the DF. If under 15 minutes, a 1 hour penalty. Anything over 15 minutes is the normal penalty. It'd stop that really quickly. A friend tested this recently. He skipped cutscenes fast, the others were still in cutscene, he left... and got 30 minute penalty.
Not sure how people manage to avoid it, if it actually is possible to leave without penalty.
