That one not grouped player would receive the commendations just because he is the only one who can, not because he was the most valuable player, was giving tips or just being nice.
Adding the fact that the system would be more vulnerable to exploits like people here said, I like it how it is.
Should be obvious that this thread is about people that give commendations.
If the run went just moderatly well, no one stood out good or bad and you see the comm window only has one player (again I am assuming here you look at the window...), why would you not give it.
You just said it yourself, no one stood out. I give if I feel it's earned, not "just because" That's sort of the point of the system.
I don't see it being exploited. The person reaping the benefit has no control over being placed with a premade 7 person party or not and the premade can choose not to give one out if it wasn't deserved.exactly what i was about to say.

Y'know, even if people "abuse" this, they get a title, a hat, a barding, and a mount. And some points. Faster. It's not exactly game-breaking.
It's also already decided, so kind of moot.
