Unlikely. An account with a pre-leveled and pre-geared character is valuable for resale, and RMT shout-bots are banned generally within hours. A compromised account would be stripped of valuables and sold to folks looking to join the game already set for endgame; if it was used to shout for RMT, it'd quickly be banned and become worthless. Shout-bots are level 1 characters that are mass-generated to keep up with the bans, not compromised accounts.

They won't resell the accounts, but they'll certainly strip what they can, THEN start shouting (as well as creating any other shout-bot characters they can on the account.)
