The party was fighting Garuda EX, with 3 wipes. The person was a healer so the party obviously had to cave and just gave them what they wanted. I asked my FC if this was reportable and they don't know, so tell me GD.
Is this a reportable offense? Because I'm pissed.

technically it would be harassment as they're refusing to participate in the duty that they queued for and also refuse to vacate the party for somebody who actually has time/wants to do it.

It's the fact that they can just stand there and do nothing and not be punished for it. Sure, you can kick them but odds are no ones going to be joining that instance any time soon(and they didn't.) I waited over 40 minutes just to get in and it's over before we even reached 15.

Well, they added the vote-to-kick feature for this exact reason. A lack of players queuing for the duty is nobody's fault. You can try reporting them for inappropriate conduct, but I can't see it getting too far. Perhaps a slap on the wrists?

Precisely. But none of that actually seemed to be happening. The party just stood there for the next three to four minutes wondering why they wouldn't leave on their own if it was so gosh darn important. It's disgusting and needs to be put down.

No, they added the Vote Kick feature to give parties an avenue of dealing with a player hell bent on harassing the party or for situations where somebody did go afk randomly. From what was said this person just didn't want to eat a penalty. That is NOT what the vote kick is for. As Paradine said, if it's that important just leave. This person just wanted a free kick so as not to have to eat the lock out timer for abandoning a duty.

Not to mention getting kicked does not give a person a penalty. This is really annoying for 2 reasons.

1) people who whine and pout asking for a kick because they want to bail but want to circumvent the penalty. The penalty is there for a reason but it is exceptionally easy for the immature to avoid by refusing to participate further, sabotaging the run until you get the kick and get exactly what you wanted from the jump. The ability to leave with no penalty.

2) you can just hop right back into the same instance that you got kicked from. We had a super rude bard in our dungeon group kicked him and 20 seconds later he was back in our party yelling more insults. We had to kick him again and then 3 man the dungeon for a good chunk of time which wasn't exactly ideal.

I know it will suck when being on the other end of things but they really should place the leaver penalty on people who get kicked. At least a small one maybe 10 minutes?
