Didn't the Garleans unsettle the Slyphs ? and there is a Garlean stronghold right next door to them.I don't think we will see Ramuh until the first expansion (or whenever Ala Mhigo is released). Unlike the other primals, Ramuh's only desire is to protect the Twelveswood where the Sylphs live. Of all the primals, he's the least aggressive. The only way we'd have to fight him is if somehow we needed to intrude more and more into Sylph territory. That would be enough to enrage him. Ala Mhigo fits perfectly into this scenario since it will be accessed from Larkscall (you can see the road in-game now, it's just blocked off). Ramuh could get angry at the sudden influx of adventurers trying to reclaim Ala Mhigo from the empire, or perhaps the empire purposely rouse his ire as an attempt to impede us from our goal. Either way, I think they will be connected at some point.
