Yeah, a few things have been announced here and there about 2.3. Some things were confirmed during the live letter and some prior/after that.
Yoshida also mentioned that with each patch leading up to the expansion, we'll learn more about Ishgard and I believe he said more involved with them.



I don't think we will see Ramuh until the first expansion (or whenever Ala Mhigo is released). Unlike the other primals, Ramuh's only desire is to protect the Twelveswood where the Sylphs live. Of all the primals, he's the least aggressive. The only way we'd have to fight him is if somehow we needed to intrude more and more into Sylph territory. That would be enough to enrage him. Ala Mhigo fits perfectly into this scenario since it will be accessed from Larkscall (you can see the road in-game now, it's just blocked off). Ramuh could get angry at the sudden influx of adventurers trying to reclaim Ala Mhigo from the empire, or perhaps the empire purposely rouse his ire as an attempt to impede us from our goal. Either way, I think they will be connected at some point.
I also foresee Gilgamesh being a retelling from the Wandering Minstrel. An 8-armed man fits perfectly with his tendency of "embellishments." :P

Yes and no. But there is still an air of mystery around Ramuh since SE hasn't released a lot of info. There already exists Tempered sylphs in the Sylphlands, which leads many to believe he's already been summoned and is just watching from the shadows. This fits into his lore as a benevolent leader of the Sylphs. Yes, he is a primal, but if he has calm demeanor and logical approach to how he handles internal affairs within the forest, I think it would be really cool if instead of fighting against him, he would help us instead (viewing the Gridanians as a much lesser threat than the impeding Garlean army camped right next door).

Ramuh and Shiva are the next 2 primals were is am sure we would be fighting Ramuh first as Shiva would take us more into ishgard, So yes I see more chance of Ramuh being the next MAIN primal to fight (they could go a completely different way and add a random one in). Also we might be seeing new class or job shortly maybe not 2.3 but very soon

for shiva at best in the 2.3 we will see the rise of a new beastmen tribes for her but that all and it's not even sure.
about the personal housing, it was not said that it will be ready for the 2.3, actually while the last live letter they was mostly saying it possible it will not be ready for the 2.3.
for the thief/ninja/scout (whatever they call it) the teasing from the 2.2 quest line was too big... what we had as teasing for the scholar? a single picture... here this is named, showed and clearly stated to coming... it's way too big for be something for the 3.0. and more important... the 3.0 will be surely about Ishgard, and there we will have other new class.
And yoshida never said it will wait the raise of level cap for add new class. he did said that the level raise will be with the expansion, that sure, but he have always said that new class will be added. mostly because legacy player play with the same class for long enough. (the game have 3 years for us) if they add a new class i think it will be while a CT patch, where less stuff will be added and allows player to master the class outside of a change of tier.

I do not think that this will happen until Ishgard comes out, Ishgard is the main source of chocobos, Am guessing while we not buddy buddy with them yet that there not gona share there female chocobos there main source of GIL.- Chocobo breeding. Chocobo racing might be part of Gold Saucer and it's been mentioned that we will eventually be able to breed our own Chocobo. Given that we're going to have private housing, Chocobo breeding could be further incentive for people to buy a house of their own.
