Basically you're going as far as to report a friend who is cheating in a video game. That's low.

Prepare to also call the police on your friends who download or view bootlegged programs and movies. That's illegal.

Hell why don't you call the police on someone for insulting someone else online. Or perhaps saving a picture to their computer. Or photocopying a library textbook page for a school report.
In forum and other there is the report button for insult and etc...these are the law in forum....and yeah i report bad talking and similar in forum...(there is the button just under the post...

Downloading copyright protected content's are not illegal in my country but only if you sell it (i'm not in the USA)

Photocoping part of book for school purpose is permitted in my country (not full copy of a book)
