    PVP abilities should have timers outside of PVP.

    Recast timer on PVP abilities should reset when changing jobs outside of PVP.

    Unable to do other things (ie mining, fish) while waiting in queue for PVP because 300 second recast timer on PVP job abilities when switching back to job I queued up with.

    Commendations.
    If I play dps I only give it out to other dps.
    If I play tank I only give it out to healers.
    If I play healer I only give it out to tank.

    Only if they should be getting a commendation.
    There are always exceptions to the rules!

    It'd probably work best if the cool-downs simply reset on entering the PvP instance.

    Unless they changed it in 2.2 all PVP and PVE abilities do reset once you enter the instance.
