I have two service accounts the second one I used for the PS4 beta. So when I went to upgrade the second account I accidentally upgraded my first one. So I was wondering if it can be reversed? A dev answer would be nice.

I remember this being a common issue at launch when people were applying ARR codes to the wrong legacy/beta accounts. I think you might be able to get it resolved if you contact Support, though it may not be a speedy process.

It's nearly impossible to pick the wrong account so I don't know how you managed it. But onto the main point, it tells you OVER 9000 times in the entire process cannot be reversed. It even tells you which accounts have which chars, where, etc so I still haven't the foggiest idea how you managed to pick the wrong one.....
Was expecting this to happen to some people though, strange that only the one post was made so far about it >_>
Too many people probably wayyyyyyy too ashamed to admit it.
You can re-register your PS3 version with buying the PS3 version new.
