The hard part isn't necessarily getting the stats to make the thing. Any three-star crafter should have those stats. The hard part is getting the mats. Without resorting to the market board, you're going to need a two-star miner to get the ferberite, a two-star botanist to get the fragrant log, a three-star carpenter to make the ancient lumber, a three-star blacksmith to make the wolfram ingot (and the bell itself) and 1000 myth tomes for the scheelite and petrified log. Good luck with that. I'm slowly working my way towards it, cuz of all the new things in 2.2, the summoning bell in my house will be by far the most useful. MUST HAVE.

That being said, I believe it is possible to make a three-star item without the artisan's tool. you have to be MAX overmelded to do it and use food and FC actions, though. My weaver has fully overmelded gear except for the offhand and has 365 craftmanship and 351 control. I could put 11 control on the offhand to bump it to 362. Using the rank 8 company actions, I could give myself another 10 craftsmanship and control and bump up to 375 and 372. Using two i70 battle accessoriees in place of the choker and earrings would sacrifice CP, but give me the 2 control I need to hit minimum three-star control. Eating an hq pan-fried mahi-mahi would give me enough craftsmanship. Not easy, but helluva lot easier than 5 hq whatevers and 50 hq whatevers if you were already fully melded from before 2.2 and before the price of materia skyrocketed.
