have you guys tried changing your DNS? (the old slow DNS response angle from the PS3's). Just a thought... it actually seemed to work with my PS3 once. Here's some you could try if you want to give it a shot:
Google DNS: 8.8.8.8, 8.8.4.4
OpenDNS Public: 208.67.222.222, 208.67.220.220
yeah, tried that too. Well, at least it happened automatically when I tried wireless. Swtiched from the fastest Verizon DNS in my area to, well, most likely another Verizon DNS automatically.
DNS really shouldn't affect the updating process though since a connection has already been made to the update server, it just stops partway through. DNS matches domain names to IP addresses.
But crap, who knows, I'll give anything a shot at this point. I'll try Google's DNS and report back. Fingers crossed!
I'm just baffled that SE doesn't have a log of what error codes mean. Shouldn't it be easy enough to look up system error 20019 on their end and pinpoint the problem more accurately? That would just make too much sense!
Nope changing the DNS didn't help.
If I remember right, 20019 is a Sony code... not SE. Think that's the file system error one I was getting trying to download/install the Left Behind DLC for The Last of Us.
Edit:
Quick google found a hit on it that sounds like what I went through to finally get it to go away:

Well, not completely... I started getting other errors as well--basically had to delete and redownload it like 3 more times or something. It's a common problem with the PS3's... wouldn't be surprised if it still happens with PS4, as it's bound more to network related issues with PSN.

Well, then Sony's keeping it a secret on their official error code list. What did you do to finally be able to install the DLC?
filesystem repair in safe mode or something like that. That Reddit post sounds like the same thing. It's basically like runing a chkdsk /F in Windows I think... but you have to power down, hold the button for 3 beeps or some wierd thing. That post is one specifically for the PS4.
Eek.. he deleted the game... don't think you have to go that far though. I didn't delete TLOU on my PS3... just ran the maintenance, deleted the botched DLC and tried again. Then I started getting another error, and the recommendations for that was to just delete and re-download... which I still had to do a few more times. Seems their network just doesn't like to feed us large downloads.
