MAJOR PS4 issue

I thought that at first, but when I go to add a PS4 controller for instance, and the OS screen pops up asking which user is using it, and it shows me (the current user) as having 2x keyboard, and 1x mouse connected. So the PS4 is allowing me to connect all the devices at once, or at least it is recognizing the fact that I've done so. It is as soon as I go to make inputs in game the problems starts. In fact, you can not even make any inputs on the mouse unless you are in game. Like when you launch the client and you need to select the box to type in your PW. Mouse will not control that cursor. The mouse will pick up the cursor as soon as the game launches from the client updater.

This all fits in with what I originally read, which is the game designers are responsible for writing the peripheral compatibility into their game.
