Incorrect. The transfer data option found on the launcher is only used for transferring locally saved data like hotbars/macros, etc. and has nothing to do the platforms that you can play on.
However, by using the PS3 -> PS4 upgrade service on the Mog Station to transfer your rights from the PS3 platform to the PS4 you will be able to play on the PS4. The upgrade service will launch when Early Access does on the Mog Station.
