They can but most of the time the servers for those sites are hosted either by the company themselves and are always in places that really don't give a rats behind about shutting down those types of sites.
International laws are extremely difficult to work with, particularly if it involves places like China. The cost to even file a suit may not be worth the time and money to only have a small fraction of a chance for it to go through.

This is getting really obnoxious. Today I logged in and got three in a row.
This is seriously stupid. It has been 7 months since launch, how have the devs not done anything to seriously combat this problem yet? Other games have done amazing jobs of shutting these jerks up, so what is taking SE so long? And is it really so hard to get a court to send a C&D order to these people? What they do is illegal.

Post like these are whats obnoxious, you put one block in and they will find another. You will never 100% stop them, I would give you my secret in how I deal with them but don't want them by off chance reading this and working around it, and no I don't turn tells off or hide tells.

Really, MY post is obnoxious? I am just a paying customer who is entirely sick of seeing this every single day I log in for the past 7 months.
You don't think there's a solution? Here's one.
Player controlled tell blocking. I will call it the "Tell Threshold"
The idea is simple. In my character options screen, I have a setting called Tell Threshold. I can set this anywhere from 1 to 50. This is the minimum level for any person sending me a tell.
So, if I set my Tell Threshold to 30, the game will automatically block / ignore any and all tells that come from players who's highest level class is below 30. If I set this to 50, then I will ONLY be able to receive tells from players who have at least one level 50 class.
Just return an error message to them that says something like "you are not high enough level to contact this player", so that they know they are failing to spam me.
Problem solved.
The only way for the spammers to get around this is to invest the time to level up high enough to get past my Tell Threshold, which could very well be level 50. No more unwanted tells from disposable level 1 characters all throughout my day.
And in the future, whenever someone starts a topic like this, complaining about RMT, we can just tell them to go into their options and turn up their tell threshold.
New players? Tell Threshold starts at level 1 by default, so new players can still communicate with each other. Or if you have a friend just starting the game, you can temporarily turn your's down so that your friend can contact you. As they level up, you can turn your Tell Threshold back up.
