How, when and where do I upgrade from my PS3 to PS4 version?

^^ Stand corrected - the option is there now...guess it was 9am, not 8am.....it errors in a loop when i try do it, but feel better the button is there now

It WAS 8 am GMT (+1 hour for daylight saving time though).
