Can't make new topics in Community

It says i have too smal lvl but my main is 25 lvl marauder. What lvl lets me make new topics?

You don't appear to have registered your character to your forum account. Go to Settings > Edit Character, select your character, and set your highest level class as the first one of the three you can select. The first one selected is the one that determines your posting permissions.

The full list is in that posting permissions page Bixby linked, but at level 25 you should be able to make 1 new thread per day and post 5 times a day. Posts here in the New Player section don't get blocked if you've gone past that, but they do add to your total, so having started a thread here counts as your thread for the day and you won't be able to start a thread in the other forums until 24 hours after your latest thread here.

(And yeah, pretty much everyone seems to agree that these rules are ridiculously restrictive, especially to newer players.)

Yeah as a new player that has lots of questions these forums suck big time!
What is the point of them if no one can post!!!!

Because of stupid people spamming the Beta forums during the PC and PS3 Beta test - when the open Beta started the forum was inundated by spam threads and hence it spooked SE - in 1.0 the original forum did not have these restrictions. I don't really agree with them either, but it's possible they may remove the restrictions at a later date.
