OK - so what's stopping you doing the same? If (s)he is updating prices every 10 minutes as you claim then (s)he has no time doing anything else instead so why to envy him / her? You can create 8 alts on the same server giving you 16 free retainers and you can sell at 640 slots at the same time if YOU want to "controll" the market / prices. I'm personally against any attempts to "controll" / limit the markets (like so MANY many times proposed here and - thank god declined / ignored - posting fees etc.). You're either able to compete or not the same way as you're able (or not) to compete / participate in the high level end game stuf. Limiting others doing something you can't or don't want invest time and effort into si IMO bad. It's practically the same like asking SE to limit how much of each type of mob each player can kill per day because they killed 10 times more than you as they can play 12 hours a day and you only one and half - makes no sense whatsoever.

This is ridiculous, there are laws in the real world stopping people selling and undercutting competition in extreme ways, why wouldn't you want the same in game ?

Yes you are correct in some sense that it is up to the player to be competitive but some sellers aren't interested in being competitive they just want to sell their junk for next to nothing (in some cases much lower than the sell to a vendor price) and ruining the market for everyone in the process.

Undercutting is caused by competitiveness. Lack of consumers, too many suppliers causes a competitive market.

Things being sold less than vendor price a lot of times can be influenced by many factors. However, regardless of what reasons made that player sell his/her goods at those prices, you buy them and make a profit off it.

As mentioned above you can't buy and sell those items for a profit because the supply far outreaches the demand and you also have to account for tax on top of that.

BECUASE it's a game. I don't want "real world" crap "laws" and issues here. Or do you want me to stop afixing materia for free or just couple of hundreds gil just because the "normal" going rate is a couple of thousands or even ten thousands of gill per materia? As already said - those people who "constantly undercuts" are investing (most of) their time and effort to do so and they're apparently enjoying that maybe more than some other content you might be enjoying and be better on so why to envy them or (even worse) try to limit them just because you can't "compete" at the same level?
