in a pug, a good tank, heck most tanks, can hold hate from a 10 ilvl wep difference dps...besides, its also the dps job to make sure to not over take the tank anyways. Also in most content, there are objectives that the dps have to help complete that makes them stop anyways. during those times the tank is consistently building hate.
if you are zerging something, you better make sure the healer can do what you want, otherwise normal play the healer should be fine as long as they arent really under geared. If they are meeting just the minimal requirements, then they should think about doing it at a later date.
and no, in a few months, we will see coil at max echo and people farming t5 weps and levi will eventually get echo too, then the 2nd coil will start its echo progress, so i dont see any problem for future content. So players who are casual, not raiding the newest content, and refuse to try and get into or form a static will be fine progressing slowly behind the people who are "harecore" or who are working hard to get into groups that will do the progression stuff.
They do not NEED animus to complete any current content, all it does is help it become easier. If they dont want to raid or dont want to do ex's or just do not have the time, then the point of animus is just for vanity and then they should be fine slowly working for it still.
Primal drops didnt get fixed, its still the same thing. just added the shields due to the fact tanks/whms needed 2 mirrors instead of the other classes. It still has to drop.
Also, zenith got nerfed. how about waiting till later when atma will probably eventually get a nerf in some way. besides, like you said, if they dont have time or dont want to do raids/ex's they dont have an immediate need for it anyways.
What are those players trying to progress towards? to do endgame content with max echo while being overgeared? your worries arent really worries but just trying to make current content easier to obtain and to force the speed that makes older content obsolete
