It is also a simple right-click, or "Square" on gamepad when you have selected the person....alongside all those other options like Emote, Send Tell, there will be Focus Target

I play on console, and use gamepad, and I use Focus Target a fair bit when in those fights when you gotta see it coming!

Like MrDiezel said, Selene being busy with another cast is a general issue and not macro specific. Even with Obey, Steady and placing here somewhere away from the tanks, there is a good chance she'll be casting Embrace when you need that silence...
