    What they should have had from the outset is a clear plan and budgeting in place for adding servers as needed. Then whenever the current wards are 50% full, they should be putting the next server expansion in place, so that once the current wards get to 80% full they can add additional wards. They knew from the outset that these first set of just a few wards at each location wasn't going to last long. And they knew the total it's eventually going to grow to, so they knew what to budget for.

    In figuring out what the addition of a housing feature would cost them, they must have looked at the final amount it's going to cost them once nearly every FC and character has a house. Sure, they can spread that cost out a bit by adding the wards gradually as needed, but when they decided to add the feature they surely must have considered the final amount it's eventually going to cost.

    Their overhauling the Ul'Dah wards is likely a response to this because right now we've basically got a full third of the housing stock going unused on most servers.
