Besides, Atma isnt the only gear progression. You still have Levi and the new Allagan weapons.
The common counter argument to that is that, Levi and the Allagan weapons require end game raiding to obtain.

I don't know how accurate that is, considering I see a lot of Levi weapons out and about, but yeah that is a counter argument.
