Is Hydaelyn a primal?

We don't know what hydaelyn is exactly she has some kind of tempering ability, linked to the echo that protect us from other primals, but don't seem( to be able ? )to control us.

We could very well believe we have freedom of choice only because our master tells us we do.

Would be a good explanation as to why all we can ever do is "stoically nod" against our will. We certainly have little to no freedom in any of the cutscenes/plot.
