Weird problems in city... Possible computer issue?

So, occasionally when I'm In city's I'll have weird... Glitches... Where parts of my screen will flick black or yellowish. Usually in weird shapes like unevenly long triangles. This happens when the graphics are turned Up or down. Any ideas on what's wrong or how to fix it?

I have seen this issue before. When this happens, try pressing Alt + Tab or the Windows key to return to your Desktop, then Alt + Tab back to FFXIV. That has done the trick for me in the past. Of course, you should always update your video card drivers too.
