At this point in time - Tarred Voyager's Belt recipe contains no coal tar -- however, regular Voyager's Belt does. I think it may be that the names and recipes are correct, but were given to the wrong items. I'm not sure whose department this is; a phone call may be required.

Looks like this is an issue on the Japanese client as well, so instead of changing the data on my side, I've forwarded the bug to the development team member in charge of items. He'll decide whether he wants to change the item name to match the materials, or change the materials to match the item name. Or...maybe he'll simply place his pinky on the corner of his mouth and laugh maniacally, as is his wont (actually, it isn't, but you never know).
