They probably didn't expect everyone to HQ stuff 100% of the time. They decided to make players really work for that. Either you make 3-star stuff just for glamour (NQ) or you level/meld everything and shoot for HQs.It's funny, the path they've decided to take crafting down onto.
At first, they planned for people to probably only have one or maybe a couple crafts at 50, and thus have a need for HQ mats in order to HQ high level recipes. After they saw that wasn't quite the case, they designed 3 star synths around the idea that you need practically every craft at 50 to be able to do it AND have HQ mats.
