You have to remember that it's already been stated that it will be further upgraded in 2.25 and 2.3.
What sort of upgrade path would be available with your proposal, that would keep both upgraded gerolt weapon and upgraded relic relevant?

Perhaps future upgrade path can involve a system where you can alter and min-max certain stats.
For example, http://xivdb.com/?item/7843/Holy-Shield-Animus
Strength 11
Vitality 12
Parry 12
Skill Speed 8
http://xivdb.com/?item/7284/Weathered-Noct-Hoplon
Strength 11
Vitality 12
Accuracy 12
Parry 8
As you can see, both are level 100, fully upgraded but have intriguingly different stats. On 2.25 / 2.30 perhaps the developer can make it so we can swap stats freely (skill speed on Animus to critical rate, for example) and alter stats number somehow.
Or perhaps the ability to add resistances (damage type / elemental) for more customization options. Or certain skill buff (a skill can get less CD, more damage, or applicable effects) can be slotted into Relic in the future. The potential is unlimited.
I seriously doubt Zodiac weapon will exceed Coil weapon ilevel.
And about soldiery weapon, those are for people that are too lazy to get the 12 shards from FATEs.
Then again, future upgrades does NOT have to increase ilevel.

Wait, what? The people that are capable of clearing T7+ are "too lazy" to farm FATEs for a weapon that currently sucks compared to it?
Atma/Animus are for people who aren't capable of taking down top tier content but want a sense of weapon progression. It just comes at a cost of grinding away a lot of time.

Wait, what? The only people who don't run T7+ aren't capable? There's no other explanation available at all, like disinterest in raiding?
I have an interest in raiding....my reason is just because I know how raiders tend to be towards people new to the turn.
So I'd rather deal with the Atma's (and already have), for the Atma then Animus upgrade and so forth than deal with drama in Coil just because I didn't do everything perfectly my first time. That's why I was happy Coil 1 -5 was Added to DF lol Now people at least try even with new people for the sake of avoiding the penalty. Or at least that has been my experiences. So I'm just taking everything slowly and finding friends to slowly do it together~
The unique perspective of Touhou in my own words and why it is different from the typical game or manga c:
