No you cannot.
As you can see in this link it says if you want to continue to play on the PS3 you must purchase the PS4 version "SEPERATELY" as the upgrade process cannot be undone.
Really come on bro use your brain. This is terrible advice and you clearly did not read carefully enough or understand the upgrade mechanics. Obviously the PS4 version is going to be move expensive than the PS3 version and of course SE is going to say buy PS4 version if you want to play PS4 and PS3. A smart person would upgrade their PS3 version to PS4, then just buy another PS3 licence if you really want to still play on PS3. There is no legitimate policy or mechanic that is going to stop you from registering as many licences on your account as you want. Each one actually will give you 30 days of service too. I could only get the collectors hard copy on PS3, and have never actually played the game on PS3, but having registered a PC and PS3 licence on my account gave me 60 days of game time to start. Kinda sucks because I'm always 30 days behind on the veteran rewards. So if you really want both, upgrade your PS3 version, then shop around and find a deal on a PS3 licence + u get the 30 days of game time.

Their system may be set up to not take more then one PS3 key, we don't know. Like if you upgrade your PS3 version you can not enter another PS3 key on your account. No where does it say you can upgrade your PS3 version then buy another PS3 to re add it, it says to play on both you must buy PS4 that is all we know right now.Really come on bro use your brain. Those details have been posted on page 1 but it doesn't say if you can convert your PS3 version to PS4 and rebuy PS3 to play both, which obviously is the cheapest route vs just buying PS4 version like it says in the details.
