When you are limited to 256 megabytes of memory, the only things the game is keeping in RAM are things which are being very frequently accessed. Character models, armor textures, weaponskill animations and sound effects, enemy models and animations, and so on. You can't afford to keep something only used sparingly in memory because there are so many other assets competing for space. As a result, assets for some boss abilities may be pushed out of RAM if they are not used frequently enough, meaning that the next time the boss uses said ability, the Playstation may receive the information from the server just fine ("Twintania readies Divebomb") but must spend a small amount of additional time loading assets from the hard disk. This manifests to the player as "lag" even though it may have absolutely nothing to do with network latency.
