I'd go with an April Fool's joke, that was before April and right around the time when the Favour system was being talked about. This would have famous NPCs interact and mingle with you in the game, if it was real. I'd bet nearly everything in that video besides that which is having to do with 2.2 additions like Soldiery gear and the like is fake.

Devs' world. they can do anything (even making Praetorium magitek wandering in Costa, like in the vid here). That's also why we can see storyline NPCs dancing in this vid

I'd love for them to add mount emotes like other games have. It would be cool if that video was hinting at it.
