Whichever way SE would have decided to go with myth drop and cap would have lead to the same result:

High amount per Week >>> People immediately get their weapons, begin complaining the game lacks content and reasons to play.

Low amount per Week >>> People take a while to get their weapons, keep playing but complain it's taking forever.

In the end, they only had to decide what they wanted the playerbase to complain about, and obviously the chose the option that would keep those subscriptions going.
