Due to the level of challenge posed by raid level encounters, PF really isn't the right kind of tool. We need a tool that allows for planning out a raid ahead of time. For instance, a person might post a time for a Twintania fight on the board, and others can come and sign up for the Twintania fight at their leisure. The entry on the board states a date and time for when the event will start, and an end time, but there would be no limit on people who can sign up. Instead, the poster of the event can look at who signed up, their main job, FC, achievements (including dates of achievements), and other relevant information. The poster can then choose who will be in the final team and hit a button for signing those people up, which will inform all those who signed up whether they have been invited to the party or not.
The problem with party finder is that it encourages people to join groups even if they might not have enough time to make serious progress on an encounter. I'm sure people have had to deal with party members who leave a new boss encounter 30 minutes into doing it. That is not always acceptable to players who want to dedicate a good hour or two to a fight, and it holds the whole group back.
Also, statics are not a viable solution, because as many have already noticed, static groups have their own serious issues (time needed to form them, how do we deal with missing players, what happens to you if your group dissolves, etc...).
