Its like kendo, where you need to parry in a certain way or avoid an attack in a certain way to be able to properly use a counter move. If the dude is retard and just hit the air (AKA missed you) this still wouldn't be enough for you to catch him in the proper position for countering.
Another way of explaining it could be...

In one scenario, the mob misses you only because its aim was off, not because you were prepared for it. Else, you'd have been struck.
In the other scenario, you anticipated the hit and were able to evade it, using the opportunity to quickly prepare a counter-attack.
