Are you doing main quest? The one with the meteor icon? Also accept quests in the Gridania's inn that take you out of town, there will be more low level quests. Did you do level 5 Conjurer quest? It takes you to the North Shroud, there are also low level quests.
But before you leave the town I advice you to buy a 1 hi-potion (should be cheap on market board) and level 8 (or 5 if you are saving gil) pants from a vendor since there will be a gear check in the story quite soon. All other pieces can be obtained from quests.
You get used to the aetheryte system quite fast in your starting city, no worries.
